Samy Vellu implicated in mismanagement of MIC funds and misappropriation of government money

The murky financial dealings of MIC were laid bare today after a one-time loyalist implicated Datuk Seri S. Samy Vellu in mismanagement of party funds and misappropriation of government money.

P. Chitrakala Vasu, who is at the centre of a raging row with Samy Vellu over the MIED financial fiasco, alleged today that up to RM2 million raised for tsunami victims in 2004 was transferred from government accounts to a party foundation controlled by the MIC president.

She also alleged that lorry-loads of files were removed from the office of MIED, MIC’s education arm of which she was once the chief executive.

MIED had raised millions of ringgit from the Indian community, in addition to receiving about RM300 million from government sources and a loan of RM220 million from Bank Pembangunan Malaysia, which is outstanding, for the construction of the AIMST university in Kedah.

Today, Chitrakala made public two reports she made earlier in the morning in Shah Alam urging police to probe the whereabouts of the MIED files and also RM2 million in donations collected in 2004 for tsunami victims in Sri Lanka.

In her report, she claimed the RM2 million was deposited from the Works Ministry into the account of the Yayasan Pemulihan Social (YPS) of which Samy Vellu is chairman and Chitrakala the CEO. Samy Vellu was then the works minister.

“Some time in February 2008 (just before the March 8 election) Samy Vellu telephoned me and informed me that the Works Ministry Treasury would transfer RM2 million into the YPS account and asked me to place the money in fixed deposit,” she said in the report.

“He told me this money was for the people of Sri Lanka but since it was not used he was transferring to YSS for later use,” she said.

“The money was put in a CIMB fixed deposit account and was still there when I left on Jan 2, 2009,” she said in the report, adding that she was making the report to prevent Samy Vellu from using the money for any other “unauthorised purpose”.

She also fears she might be blamed if the money when “missing”.

In the second report, she urged police to investigate “missing” MIED files and gave details of a heated confrontation she had with Samy Vellu in his office on Dec 31, 2008 in the presence of MIC vice-presidents Datuk S. Veerasingham and Datuk S. Sothinathan.

“A heated argument broke out after Samy Vellu made baseless accusations and I told him I will see him in court but he replied court is not the place,” she said in the second report.

In the report, she said Samy Vellu allegedly told her that he would “make sure the police arrest and embarrass you”.

“Soon thereafter I was slammed with five show-cause letters and more followed after this,” she said.

“After I left on Jan 1 without even taking my personal belongings I learned lorries were used to remove files from the MIED office and taken to an undisclosed location on orders of Samy Vellu,” she said in the report.

At the press conference, Chitrakala said the police must investigate how so many files had gone missing and why she is being blamed for it.

“What secrets these files hide?” she asked.

“This is only the first part… there is more coming,” a defiant Chitrakala told a press conference at a restaurant here today.

“I was followed, photographed, harassed and threatened in the days leading to this press conference,” said a visibly angry Chitrakala, 38, who is married with four children.

Even major newspapers considered close to Samy Vellu were not invited to the event for fear the news would be leaked and she could be waylaid or the press conference somehow scuttled.

“He pushed me to the wall, he asked for this (revelations). I worked hard for him and protected him for 14 years but in the end he came after me and pushed me to the wall,” Chitrakala told The Malaysian Insider before the press conference.

“I am not afraid of him… I know the truth behind him,” she said, adding all the accusations Samy Vellu had made against her over the missing MIED files and for involvement in corrupt deals were false and designed to shatter her.

“He has to answer not me,” Chitrakala said, breaking down in tears at how she and her family now feared for their lives.

“He is powerful, he is big… we are nothing. But we have the truth, the people behind us. That’s why I am going public. The people have a right to know,” she said.

Does Umno represent all Malays? Is the Umno viewpoint synonymous with the Malay world view?

Datuk Hishammuddin Hussein and Datuk Reezal Marican of Umno Youth would like Malaysians to believe so. They want Malaysians to equate an insult against Umno Youth as an insult against all Malaysians

But the answer to both questions is a resounding NO.

The umbilical cord between the ruling party and the community it was set up to serve has long been severed. It is difficult to pinpoint when the break happened.

Some political pundits say that Datuk Seri Anwar Ibrahim’s sacking from government in 1998, his humiliation and jailing by the Mahathir administration was the defining episode that ended the special relationship between Umno and the Malays.

Others argue that the cord did not snap as a result of one pivotal event but was cut after decades of excesses and corruption by ruling party politicians.

In the 1999 elections, the new more tenuous relationship between Umno and the Malays became obvious. Malay voters in the 59 large Malay-majority seats in Peninsular Malaysia split their votes between the Umno/Barisan Nasional (49 per cent) and the Pas/Barisan Alternatif (51 per cent).

In 2004, thanks largely to euphoria over Datuk Seri Abdullah Ahmad Badawi’s promise of reforms and more religious image, the Malay vote swung back to Umno. Umno/BN snared nearly 59.1 per cent of the votes in 60 Malay-majority seats in Peninsular Malaysia, nearly 10 per cent up from 1999.

Political analysts say that on March 8, 2008, the Umno/BN share of the Malay vote was between 52 per cent and 55 per cent.

In a comprehensive survey conducted by Merdeka Centre just after the general election, 54.7 per cent of Malay respondents felt that Malays should be united under Umno while 35 per cent of Malay respondents felt that more room should be given to other Malay political parties such as Pas.

But this support for Umno among Malays could be slipping judging by results of the last two by-elections.

In the Permatang Pauh by-election, Anwar obtained 62 per cent of the Malay vote and in the Kuala Terengganu by-election, the Pas candidate won the seat on the strength of Malay support, especially those in the younger age group.

So looking at the voting pattern since 1999, one conclusion can be reached: Umno no longer can claim to speak for the Malays. It has to share that privilege with Pas and, to a lesser extent, Parti Keadilan Rakyat.

This fact is important because there is a move by Umno to pit whoever dares criticise the party against the Malay community. Reezal Marican, the prime minister’s political secretary and aspirant for the No. 2 position in Umno Youth, attempted to do so yesterday.

He said that DAP chairman Karpal Singh had hurt the Malays’ feeling by uttering the word “celaka” (damn) in reference to Umno Youth during his debate speech in Parliament.

“If we were to curse Karpal by saying ‘celaka Singh’, it would surely anger the Sikh community as it had hurt the Malays as Umno Youth is representing the Malays,” he said.

Nice try but Umno Youth only represents their political party. Several of the men who gate crashed Parliament and confronted Karpal are contesting the party elections in March. Arguably, they were representing their own political aspirations on Thursday.

It’s the Umno election season and their actions and words are guided by one objective only: garnering enough support for the polls in March. That is why Hishammuddin spoke like a warrior yesterday when he said that he would stand by the Umno Youth members who confronted Karpal.

“If they are brought before the privileges committee, I will attend. Even if it is in court, I will be with them.

“We will defend our honour and our good name,” he said. Several hundred kilometres away in Kedah, his deputy Khairy Jamaluddin was bending the facts and painting the stormtroopers of the Youth wing as the aggrieved party in the Parliament fracas.

Yes, all of them would like Malaysians to believe that when they speak, they speak on behalf of the Malays. They don’t. The numbers do not support this claim. They are politicians auditioning for next month’s elections.

Hisham stands by Youth members involved in scuffle

Umno Youth chief Datuk Seri Hishammuddin Hussein says he will back the Umno Youth members who created a fracas in Parliament yesterday.

Saying that he would not apologise for their actions, he criticised DAP chairman Karpal Singh for being irresponsible and said that he would stand by his subordinates whether it was before a Parliamentary Privileges Committee or a court of law.

The Education Minister told reporters that those who had confronted Karpal yesterday said they would take full responsibility for their actions.

“If they are brought before the privileges committee, I will attend. Even if it is in court, I will be with them.

We will defend our honour and our good name,” he said.

Unbecoming to cause trouble in Parliament

SOME Umno Youth members must be out of their minds if they think that the way to fight the gutter politics of Karpal Singh is to brandish their own version of longkang politics!

Their intrusion into the august House of Parliament can be construed as treason of the highest order as they have not only invaded the physical space of the honourable Speaker and Members of Parliament but more significantly, the physical guardian of the Federal Constitution and everything that it stands for.

When these people defend their ketuanan and adab, the sovereignty of their Rulers, the Malay language and Islam, don’t they realise that they themselves must be exemplary in upholding all of these?

Do they remember at all that Islam and Malay adat is full of urgings for us to show good behaviour at all times?

When we accuse others of derhaka and treason against the Sultan, are we aware that the House of Parliament is the rightful abode of our constitutional monarchy, and to invade this sacrosanct space is more serious than demonstrating outside the Sultan’s istana?

What must our politicians be thinking when they engage their supporters in these absurd ways? Are they trying to provoke anarchy and rebellion among the irrational and the emotional? Or are they trying to wrest votes in the coming party and by-elections?

Instead of redeeming the party image and standing in the eyes of the electorate, they are only destroying it further. Ordinary Malaysians are a lot wiser than the politicians we have voted into power!

Raja Nazrin to youth: Lawlessness breeds lawless culture and lawless governments

Nazrin: Uphold rule of law

The rule of law must be upheld, and institutions established through and in accordance with the law must be respected in propagating a culture of peace, said the Raja Muda of Perak Raja Dr Nazrin Shah.

He said the law governed our interactions with one another and with the state.

“A lawless system breeds a lawless culture, which in turn, suggests lawless governance and lawless governments.

“The law is a fundamental building block of any nation. In Malaysia, primacy of the law is upheld as one of the pillars in the Rukunegara, just as it is held as paramount by most progressive countries,” he said in his speech titled ‘Youth for World Peace’ at the International Conference of Youth on Terrorism here yesterday.

He said peaceful and harmonious coexistence among the people of a nation and the world could not prevail under a state of lawlessness.

This was one of the nine actions needed to propagate a culture of peace, in the internationally-agreed framework in place that provided an agenda for all youths to work towards, he said.

The eight other actions included education (which specifically promoted peaceful conflict resolution, dialogue, consensus-building and non-violence); economic and social development; respect for human rights; gender equality; democratic participation; advancing understanding, tolerance and solidarity; supporting participatory communication and free flow of information and knowledge; and promoting international peace and security.

“The youths of the world may or may not be in a position to influence these outcomes directly, but they do have the ability to participate, via their educational institutions and through civil society organisations.”

Raja Nazrin said while it was easy to be pessimistic about the possibility of a world free from war and terrorism, the renewed impetus many national and international bodies were giving to this problem was heartening.

He also said the true challenge was for statesmen and policy-makers to give the young a role and stake in the process of nation-building and creation of a just international order. — Bernama

MCA: Such intimidation destroys our country’s image

The MCA has hit out at the Umno Youth members who confronted Bukit Gelugor MP and DAP chairman Karpal Singh in Parliament, calling such behaviour unacceptable. 

The party’s information and communication bureau chairman Lee Wei Kiat said such physical intimidation “destroys our country’s image in the international stage”, and called for respect to be shown to Parliament.

Any kind of behaviour or mob rule which forcibly prevents the MPs from entering Parliament not only offends the rakyat but is also an affront against the country’s democratic system, rule of law and also to voters,” he said in a statement.

He called for conflicts and differences in opinions to be debated through a peaceful, democractic and rational platform.

“It is unfortunate that Umno Youth members chose to be irrational and rowdy in voicing out their views in Parliament. Hence their action is tantamount to insulting Parliament,” he said.

On Thursday, the wheelchair-bound Karpal Singh was prevented by a group of Umno Youth members from entering Parliament who demanded an apology from him for calling them celaka.

Penang Chief Minister and DAP secretary-general Lim Guan Eng also condemned the Umno Youth members who confronted Karpal Singh, saying the incident was “embarrassing and disgusting.

He said Umno had tarnished Malaysia’s image and called for stern action to be taken against the group.

Lim, who is also Bagan MP, said he appreciated that Backbenchers Club chairman Datuk Seri Tiong King Sing had apologised over the incident, but felt it was only right that Umno should do so too.

On Karpal Singh’s use of the word celaka in reference to Umno Youth during his debate speech on Wednesday and his allegation that Umno was responsible for the two bullets he had received in the mail, Lim said the statement was made in the House and it was up to the Speaker to take any action.

‘We did not touch Karpal’

Two Selangor Umno Youth leaders who confronted Karpal Singh outside the Parliament tower block say they have nothing to fear because they did not “even touch Karpal or his wheelchair” during Thursday’s commotion. 

Ungku Mat Salleh said he entered the Parliament compound after obtaining a visitor’s pass. He and a few other Umno Youth leaders had a smoke while waiting for Karpal Singh outside the tower block.

When they saw the Bukit Gelugor MP arriving, they approached him and asked him to retract his statement, or repeat outside Parliament his allegations against the movement.

“We did not even touch him or his wheelchair,” said Ungku Mat Salleh, adding that Karpal Singh refused to answer and accused the Umno Youth leaders of preventing him from entering Parliament.


Former Selangor Mentri Besar Datuk Seri Dr Mohd Khir Toyo said Umno Youth would defend its dignity in whatever way necessary and warned opposition leaders to stop playing on racial sentiments.

Permodalan Negeri Selangor Bhd did not declare Khir Toyo’s benefit in kind (car, driver, overseas holidays) in income tax submission

Khalid, Khir Toyo go Round 2 via IRB

PNSB (Permodalan Negeri Selangor Bhd) has over the years failed to declare benefits in-kind in the EA forms submitted to IRB.

“Selangor MB Tan Sri Khalid Ibrahim, who is the chairman of MBI and PNSB, said the move is to ensure that the state subsidiary does not run foul of the income tax laws,” the statement read.

According to the statement, PNSB has over the years given its employees — including its chairman and board of directors — benefits in the form of material, cash or both.

“Among the benefits include cars and drivers, as well as holidays for local and international destinations. Holiday benefits are given to all staff while cars and dedicated drivers are provided only to the chief executive cum director, senior managers and managers.”

Citing former Selangor MB Datuk Seri Dr Mohamad Khir Toyo’s case, Khalid’s office said that Khir Toyo was provided a car (Toyota Harrier) in 2005 and a driver in 2006.

“He used these benefits until he resigned as PNSB chairman in March 2008.

“However, none of these benefits were included in the EA forms submitted by PNSB earlier. The petrol and vehicle maintenance of the Harrier was also paid by PNSB,” said the statement.

Khalid said that he was aware of the growing concern among PNSB employees on the financial implications due to the underdeclaration of past EA forms and be patient as IRB raises the additional individual assessment.

The first-term MB also promised that PNSB will henceforth comply with all regulations stated in the Income Tax Act when submitting EA forms.

This is the second revelation to have implicated Khir Toyo after Malaysian Anti-Corruption Commission said that there was strong evidence against Khalid over the misuse of state funds last Friday.

On Tuesday, Khalid alleged certain improprieties concerning the acquisition of properties in Mecca, Saudi Arabia by PNSB. Although, he declined to name the “individual” implicated in the deals, Khalid said that the purchases were approved by Khir Toyo.

MB hits out at opposition for equating bumiputera policy with apartheid

..Dr Boo, in his adjournment speech, said there were some politicians in the country who still believed the concept of bumiputera gave them absolute priority in obtaining government assistance.

He also equated the bumiputera policy with apartheid to describe his disappointment over the higher interest rate on loans from the Johor Fund obtained by non-bumiputera investors.

Such an economic policy was not an affirmative act based on the sosio-economic status of the loan borrowers, but apartheid as it was based on racial politics where assistance was given to the dominant group he added.

TWO Perak Pakatan Rakyat state assemblymen today filed a report with the Malaysian Anti-Corruption Commission (MACC) claiming that they were offered millions to quit their parties and become Independents or join Barisan Nasional (BN).

Democratic Action Party’s (DAP’s) Keshvinder Singh and Pakatan Keadilan Rakyat’s (PKR’s) Abdul Yunus Jamsari lodged their reporters at the MACC office in Ipoh, reported Bernama news agency.

Mr Keshvinder told reporters that he had received various offers from numerous agents claiming to represent Deputy Prime Minister Najib Abdul Razak.

And one of them was was a local freelance journalist with the Chinese media, he alleged.

The DAP leader, who represents Malim Nawar district in Perak, claimed that he was offered RM20 million ($8m) to quit and declare himself as an Independent as well as express support for BN.

The lawyer-turned-politician also said he had been offered the post of Perak Malaysian Indian Congress (MIC) chief if he joined the BN component party as well as being appointed a state executive councillor, among other offers.

He said: ‘I urge Najib to come forward and explain the matter because this shows that the federal government is corrupt and desperate.’

The other politician, Mr Abdul Yunus, claimed he was offered cash between RM3 million and RM8 million.

The Kuala Kurau district assemblyman said he was offered logging concessions if he quit his party.

That offer, he claimed, was made by several agents comprising businessmen who claimed to be representing the Perak BN leadership.

Seven Pakatan Rakyat representatives accompanied the duo as they lodged their report.

On 5 Feb, BN gained the majority in the state government after four rival Pakatan Rakyat representatives quit their respective parties.

Three later declared themselves BN-friendly Independents while the other rejoined Umno.

The MACC was launched by Prime Minister Abdullah Ahmad Badawi to replace the Anti-Corruption Agency.

It is part of his efforts to reform the anti-graft body agency in the hope that its officers would be impartial, fair and efficient in combating corruption.
